ABSTRACT

INCD TCI ICSI Rm. Vâlcea is present in HyLAW, a research project supported by the European Union’s Horizon 2020 research and innovation programme, Hydrogen Europe and Hydrogen Europe Research. ICSI Rm. Vâlcea joined 22 other partners from 18 European countries to identify and assess the impact of legal and administrative processes (abbreviated as LAPs) at different regulatory levels across the Europe in the field of Hydrogen and Fuel Cells (FCH). The partners have identified and analysed the rules and regulations relevant to fuel cell and hydrogen applications in order to assess the existence of legal “barriers” faced by deployment and commercialization. The project is now entering into a new phase, which seeks to develop country specific policy papers and recommendations on how to address and remove these “barriers” and communicate them to the public authorities and the political decision makers.

Industry stakeholders with hands-on experience with the deployment of hydrogen technologies and in-depth knowledge of the requirements for compliance in different countries were associated to the project and provided precious input.

HyLAW started in January 2017 and will run until December 2018. An online database (www.hylaw.eu), which will present the applicable rules in nine categories of hydrogen applications (e.g. production, storage, transport, and use of hydrogen, vehicles, gas and electricity grid issues, etc.) will be available and will be maintained by Hydrogen Europe at least three years after project completion.
